Intermodal / Public Transportation
Responsible for delivering the Federal Transit Administration’s grant program. This section also works to promote and support safe, affordable, and efficient public transportation in Nebraska.

Intermodal / Rail
Administers various Federal and state funding programs aimed and increasing safety at highway–rail grade crossings. Also responsible for obtaining agreements, easements, etc. with the railroad industry to NDOT highway projects.

- Responsible for the Rail-Highway Crossing Inventory for the State of Nebraska.
- Agreements/Easements/Leases and Payment to Railroads.
- Administer the federally state funded Nebraska Grade Crossing Protection Program, pertaining to signalization and improvement for railroad/highway grade crossings.

Planning
Responsible for administration of the continuing, comprehensive and cooperative (3C) transportation planning process. Additional areas include traffic data collection and analysis, freight planning and bicycle-pedestrian issues.

- Oversees the 3C transportation planning process.
- Administer the various federal and state funding programs to administer this process.
- Oversee development and application of NDOR’s statewide freight plan.
- Manage NDOT’s Traffic Counter Shop and Traffic Analysis Unit.
- Oversee NDOT’s bicycle-pedestrian coordination area.

- Liaison between Nebraska Metropolitan Planning Organizations (MPOs), Federal Highway Administration (FHWA) and NDOT.
- Manage the Statewide Planning Work Program.
- Update and monitor NDOT’s long range transportation planning document.
- Manage the Comprehensive Plan Assistance Program.
- Provide bicycle and pedestrian coordination services to the Department and to the public.
